The New Regulatory Framework

What changes from August 3, 2026

Starting August 3, 2026, the transition period ends, and all new batches of cosmetic products placed on the Ukrainian market must fully comply with the new Technical Regulation on Cosmetic Products (approved by the Cabinet of Ministers of Ukraine Resolution No. 65 of January 20, 2021).

This regulation almost literally transposes the EU Regulation (EC) 1223/2009. The most impactful change for exporting companies is the strict obligation to appoint a Responsible Person legally established in Ukraine. Without this figure, products cannot clear customs or be notified on the new ministerial portal.
